Here, three (semi-random) measures to fix the birth rate, all that ignore what women think they want:

 

1. Make every woman legally the property of her husband (and, before she is married, her father).

2. Make it illegal for women to own (in any way) real property.

3. Make it illegal for women to work outside the home.
